Job Description:
The North Central Texas Council of Governments (NCTCOG) is a
voluntary association of cities, counties, school districts, and
special districts within the 16-county North Central Texas region.
The agency is an organization of, by, and for local governments.
Its purpose is to strengthen both the individual and collective
power of local governments - and to help them recognize regional
opportunities, resolve regional problems, eliminate unnecessary
duplication, and make joint regional decisions.Under the guidance
of the NCTCOG Executive Board, the Executive Director serves as the
organization's chief executive and administrative officer, tasked
with implementing the board's vision and overseeing daily
operations. This position serves as the NCTCOG agenda coordinator
and monitors legislative developments related to the agency and its
work. The selected candidate will also execute policies,
resolutions, and decisions established by the board or mandated by
the State of Texas, ensure the proper administration of the
organization's affairs, and oversee all of NCTCOG's departments
through strong and competent leaders, ensuring business is
conducted in the most efficient and cost-effective manner.The
Executive Director oversees a diverse team of senior leaders,
including the Deputy Executive Director; the Directors of
Transportation, Environment & Development, the Area Agency on
Aging, and Emergency Preparedness; along with the Senior Economic
Development Manager and the Criminal Justice Program Administrator.
In addition to establishing strong working relationships with
members of the board, the Executive Director is also a critical
link within the organization's service area, serving as a liaison
between NCTCOG and various government entities, private sector
groups, and other strategic partners.The Executive Director will
play a pivotal role in guiding NCTCOG through a period of
significant growth and transformation, with the region's population
projected to continue growing rapidly. While the organization will
soon begin work to update its strategic plan, overarching goals
addressed in the 2021-2025 Strategic Plan will continue to drive
work in the year ahead. NCTCOG is seeking an experienced and
visionary servant leader to serve as its next Executive Director.
Integrity, strong interpersonal skills, and ethical leadership are
paramount for this role, ensuring honest and fair interactions with
all stakeholders. The ideal candidate will have a proven track
record of fiscal responsibility and strategic financial management,
including implementing cost-saving measures while aligning with the
organization's goals. This role offers broad discretion in
decision-making, guided by Texas laws and NCTCOG policies. A deep
understanding of Texas local government structures is essential,
along with experience in intergovernmental affairs and
collaborative work with local, state, and federal
